‘Inequality in access to tertiary education: A capabilities approach to assessing the New سԹ“fees-free” tertiary policy, 2018-2023’
This thesis considers the equity implications of the New سԹfees-free policy introduced in 2018 through the lens of the capabilities approach. Although to date, the fees-free policy has had little or no impact on the enrolments of students from low-income backgrounds, free tertiary education is important but insufficient if the students are to exercise their capabilities and New سԹtertiary education and society is to benefit from all citizens achieving their capabilities.
